Abstract

In the study, municipal office-holders were interviewed about child and youth welfare policy planning and implementation. Opinions were probed on the planning obligation imposed by the law, role of the interviewees' own administrative sector in the planning, implementation and monitoring of such welfare policies, differences of view and focus between administrative sectors, what issues the policies should cover and what kind of impact they should have. The municipalities selected had been engaged in cross-sector planning of child and youth welfare policies. Altogether, there were 20 interviewees from five different municipalities. The data consist of transcriptions of the five group interviews.
