Abstract
The survey aimed at studying social welfare and opinions on welfare services in Central Finland. Respondents rated the importance of various persons/bodies (family, relatives, friends, neighbours, voluntary organizations, municipal or government officials, parishes or private service providers) in providing financial support, spiritual and emotional support, or providing help with domestic responsibilities or with child/elderly care. Satisfaction with a number of social, health and employment services and the services provided by KELA (Social Insurance Institution of Finland) were charted. Opinions on private health and social services (e.g. pharmacies, private medical services, home and child care services, services for substance misusers) were also studied.
Membership and participation in voluntary organizations (NGOs) were surveyed. Respondents rated the importance of the third sector for leisure activities, social security, employment, service production, peer group support, and opportunities to influence decisions. Respondents' financial and housing situation, health, employment situation, interpersonal relations, leisure opportunities, and power to control their own life were investigated.
Background variables included the respondent's sex, categorised age, housing tenure, duration of residence in the district, moving intentions, completed education, household size and composition, main economic activity of the respondent and spouse, and the economic and social situation of the municipality of residence.

Sampling Procedure
Probability: Simple random
The target population consisted of persons living in six municipalities. The inhabitants of participating municipalities were informed of the survey by local and regional newspapers before data collection. Randomly sampled respondents were over 18 years of age. In Jyväskylä four city districts participated in the survey, and in the Rural Municipality of Jyväskylä three areas. In each district/area 150 questionnaires were delivered. In Jämsä, Jämsänkoski, Saarijävi and Suonenjoki questionnaires were delivered across the municipalities. The samples aimed at multiplicity: selected persons differed in terms of age, life situation and accommodation type.
Trained data collectors delivered questionnaires to sampled households in person, presenting the questionnaire and the aims of the study and, if necessary, giving instructions how to complete the questionnaire. Data collectors also collected the completed questionnaires. Response rate varied somewhat from area to area. The overall response rate was 75 %. Non-respondents either refused to participate or were not reached. If the person included in the original sample was not reached, the questionnaire was delivered to a household selected to a reserve sample, thus minimizing non-response.

Completeness of Data and Restrictions
The data are representative of public opinion on welfare in the region. However, it should be taken into consideration that the collection method probably excludes people in residential care, and those without a permanent address. It is likely that the most disadvantaged are under-represented.
For reasons of privacy, the age variable q2 was categorised. The variable was constructed from the year of birth.
Weighting
There are no weight variables in the data.
