Abstract
The survey charted the knowledge and attitudes of eighth and ninth graders in the field of history and civics, and it was conducted as part of the IEA's (International Association for the Evaluation of Educational Achievement) international Civic Education Study. The study was conducted in altogether 28 countries.
The respondents' conceptions on democracy and political system were charted. Trust in various social institutions was explored, as well as opinions on various issues (e.g. Finland, immigrants, political system, school, curriculum, characteristics of a good citizen). Participation in school life was also canvassed.
Background variables included the respondent's gender, year of birth, household size, and parents' education. In addition, the respondents were asked whether they were newspaper subscribers, how many books they had at their home, whether they had participated in the activities of various organisations, how often they met their friends, and how much time they allocated to watching television or videos on an average school day.

Eighth graders and ninth graders in Finnish- and Swedish-speaking lower secondary schools. The classes consisted of students aged 14-15 receiving regular education. (excluding schools in the Åland Islands, Steiner schools, language schools and very small schools)

Sampling Procedure
Probability: Multistage
Two-stage cluster sampling. The population was stratified into five strata by major region (Uusimaa, Southern Finland, Eastern Finland, Central Finland, Northern Finland), which were further divided into towns, population centres in rural area and rural municipalities. In order to enable comparison between regions, the sample sizes with equal quotas were selected. From each major region 30 schools were selected for the study. At the first stage of the two-stage cluster sampling, schools were selected by using the systematically stratified PPS (probability-proportional-to-size) sampling, where the size of the school was determined by the number of students on eighth grade. For each of the sampled schools, one or two reserve schools were selected. At the second stage of the sampling, one class from each school was selected by using single random sampling. The final sample size was 149 schools and 3,046 pupils, out of which 146 schools 2,782 pupils (91%) participated in the survey. In addition to pupils, 144 headmasters and 290 teachers participated in the study. Additional samples of ninth graders and Swedish speakers were also selected.
From each sampled school, one ninth grade class was selected by using the method described above. The sample size of the ninth graders was 3,043 pupils, out of whom 2,735 (90%) responded to the survey.
Among the sampled schools there were eight Swedish-speaking schools with 134 eight grade pupils and 133 ninth grade pupils. 13 Swedish-speaking schools were selected for the additional sample by using simple random sampling, and out of each of these schools one eighth grade class and one ninth grade class was randomly selected. 230 eighth graders (91%) and 217 ninth graders (94%) as well as 13 headmasters and 22 teachers participated.
