Abstract

The data contain announcements of public contracts published in the HILMA electronic notification system in 2022. Finnish procurement laws and EU public procurement directives require that contracting authorities advertise their public tenders for all procurements exceeding the threshold value.

Public procurement notices contain information on the number and type of notice, date of publication, type of the contract, type of procurement procedure, type of the contracting authority, award criteria, common procurement vocabulary (CPV) code, and the value of the contract (if applicable). The questionnaire also includes statistical questions related to the monitoring of the implementation of the national public procurement strategy. These questions cover innovation, environmental and social sustainability, consideration of small and medium-sized enterprises and the involvement of service users in the procurement process.

The data also contain the variables regional classification (NUTS) and language of the announcement.

Completeness of Data and Restrictions

The variables q18-q26, which are based on statistical questions, have a high number of 'not known' responses for various reasons: the interface users had a transition period of about two months to build the statistical questions in their own systems and during that time the data were not transferred to Hilma. Advance notices, requests for information, market surveys, contract amendment forms and the general national transparency notice do not include the statistical questions. They are also not asked if the value of the procurement in the contract award notice is less than EUR60,000.

There are no weight variables in the data.
