Abstract
The data is part of a survey conducted by the Finnish Institute for Health and Welfare, which aimed to provide information on the activities, scope and content of round-the-clock child protection units. The survey was part of the Lasteri project. This dataset surveys the activities of operational units, the number of units and staff, the capacity of client places, staff's education level and the provision of comprehensive school education for children. In this survey operational units refer to child protection institutions, professional family homes, children's homes, reform schools, shelters, family rehabilitation units and the family ward of a prison. The dataset contains several open-ended questions.
First, the type, size, location, facilities, recent administrative changes, demand for client places, and reservation practices of the operational unit were surveyed. Questions were also asked about the preparation of self-monitoring and good treatment plans. Next, the number of staff, the distribution of different employee groups, and the use of outsourced services were charted. Regarding comprehensive education, questions were asked about how children's schooling is organised. If the operational unit has a school, the size of the groups and the number and education level of teachers and other staff were examined. At the end of the survey, the education level, field of education, and professional experience of the person in charge of the unit were surveyed. Finally, the respondents were asked to describe the challenges that the exceptional situation caused by the coronavirus epidemic posed to the unit's operations.
The background variables included the location of the operational unit and the number of residential units.

The questionnaire was sent to all child welfare institutions - whether run by municipalities, joint municipal authorities, the state, private service providers or non-profit organisations - and to professional family homes. The questionnaires were addressed to the municipality/joint municipal authority, the service providers, the operational units and the residential units. In total, 308 responses were received from operational units.

Completeness of Data and Restrictions
Conducting the survey during COVID-19 pandemic reduced the number of responses.
The researcher has removed identifying information from the data, such as respondent's personal data, information on the region and the year of establishment of the unit. Also mentions of the unit and references to the unit's function/region were removed from the open-ended responses by the researcher.
The names of units and organisations as well as identifying information referring to them have been removed from the data at FSD.
Weighting
There are no weight variables in the data.
