Abstract
The barometer surveyed citizens' attitudes and everyday behaviour towards the circular economy. The survey also explores views on the regulation of the circular economy. The barometer was carried out by the Finnish Environment Institute in the Circwaste Life IP project in cooperation with the Ministry of the Environment and the Ministry of Economic Affairs and Employment.
First, respondents were asked for their opinion on the main environmental threats. This was followed by an inquiry into the different environmental actions that respondents had taken in the past year. For example, respondents were asked if they had reduced their energy consumption or changed their diet to a more plant-based one. Respondents were also asked to rate their environmental awareness and their level of activity in helping the environment. Next, respondents were asked about their activities related to purchasing, renting and borrowing goods and services over the past year. They were also asked how many second-hand goods they had purchased or received during this period and what actions they had taken to maintain and repair these items. Additionally, respondents were asked how long they typically use various products.
Next, respondents were asked about the types of waste sorted separately in their household. Those who sort bio-waste were asked where the sorted bio-waste is disposed of. Respondents were then asked to estimate the average number of plastic bags of mixed waste generated per household per week. They were also asked which factors would help them to sort waste more actively. Finally, respondents were asked for their views on how consumption should be controlled, such as through legislation, taxation, or other policy measures.
Background variables include the respondent's year of birth, gender, NUTS3 region of residence, languages used at home, level of education, occupational status, household size and total income, type of dwelling and residence, and party affiliation.

Sampling Procedure
Probability: Simple random
The survey was sent to a random sample of 5,000 people in mainland Finland and Åland. The random sampling was carried out by the Finnish Digital and Population Data Services Agency. The covering letter and the survey were available in Finnish, Swedish and English. Reminders to the whole group of respondents were sent on 20 February 2023. Respondents were also motivated to respond by being entered into a draw for five gift vouchers. The sample was limited to 15-86-year-olds, but otherwise the sample was designed to be as representative of the Finnish population as possible. There were 975 accepted responses. In addition, 164 persons opened the questionnaire but did not complete it. In addition, 108 responses were removed from the data during quality control. These deletions were due to the fact that some respondents had answered the questionnaire twice.

Completeness of Data and Restrictions
There is an over-representation of people aged 65 and over in the data. Women were also slightly more likely to respond than men, and native Finnish speakers were more likely than other language groups.
There is an error in the questionnaires regarding the answer options for question 9. On the online form, respondents were also shown the response option 'hazardous waste', which is missing from the archived questionnaires.
The researcher has anonymised the data by classifying the size of the household and combining smaller language groups with the option "other" in the question on mother tongue. In addition, identifying information has been removed from the open questions.
To prevent identification of respondents, variables containing open-ended responses to the response option "Other, please specify" and the open-ended variable related to question 5 were removed from the data at FSD. In addition, some indirect identifiers were removed from the open-ended variable T26. These changes are indicated in [square brackets] in the responses.

There are no weight variables in the data.
