- The questionnaire was prepared with the participation of Kaisa Alanne, Director of the Finnish Association of the Deaf, Eeva Tupi, Government Secretary at the Ministry of Justice, and Corinna Tammenmaa, Unit Manager at the Department for Democracy and Public Law, Autonomy and Equality. The questionnaire was translated into Finnish sign language by Senni Widberg and in Swedish and Finnish-Swedish sign language, the questionnaire was translated by Lena Wenman. Production of sign language questionnaires (including translations into sign languages and Swedish: Mikko Palo, Mediapalo). The four-language form was placed on the Lime Survey platform. The answers to the questionnaire in Finnish/Swedish sign languages were translated by Juha Manunen and Marjukka Nisula (Humak). The Swedish responses have been translated into Finnish by researcher Päivi Rainò.
Abstract
The Sign Language Barometer 2020 data was used to examine how Finnish and Finnish-Swedish sign language users feel that their linguistic rights have been implemented.
The questionnaire first asked respondents about their language skills and their use of sign language in different environments and contexts, such as at home, during studies and at work. Respondents were also asked about any sign language education in their children's day care and school. Then questions were asked about the language climate, prejudice, harassment and discrimination in relation to sign language use. This was followed by questions about access to information and services in sign language in the municipality where the respondent lived.
Respondents were also asked how well they are served in their own language in public services, such as health and medical care, day care, TE services and police services. The next question asked about the interpretation services provided by Kela, for example, what interpretation the respondent had ordered from Kela and whether the interpretation had been provided in accordance with the order. Finally, questions were asked about linguistic rights, including how well the respondent knows his/her linguistic rights and how important he/she considers them to be.
Background variables included the respondent's year of birth (categorised), native language, region, level of education and occupational group.

The participants were invited to participate in the survey by Finnish- and Swedish-language letters to persons who had declared Finnish or Finnish-Swedish sign language as their mother tongue in the Population Information System. Information about the possibility of voluntarily participating in the survey was also provided to the target groups through the representative organisations of these language groups, regional associations and nationally broadcast sign language news by the Finnish Broadcasting Corporation. In this way, other people - both hearing and deaf and other sign language users - who have not specifically declared Finnish or Finnish-Swedish as their mother language in the Population Information System have also been able to participate in the survey.

Completeness of Data and Restrictions
The information is only available in the Finnish study description.
At FSD the year of birth variable (q1) has been categorised every five years and those born in 1944 or earlier have been combined to the same value. In variable q18_1 Swedish- and Finnish-language school students are combined to the same value. Open-ended variable responses have been anonymised by using [square brackets], e.g. by deleting and coarsening information related to the respondents. In addition, all open-ended responses of the type 'other, please specify' have been removed from the data at FSD for identification reasons.
Weighting
There are no weight variables in the data.
