Sisällön kuvaus
The survey charted substance use related cases in social and health services on the second Tuesday of October in 2003. Professionals in social and health services recorded information on every client or patient who used the services on that day while intoxicated or because of some harm, such as an injury, relating to substance use, or were assessed by an employee to be a substance abuser.
First, the substances the client had used (e.g. alcohol, cannabis, cocaine) as well as whether they had injected any drugs were charted. The occurrence of threatening or violent behaviour by the client in the social welfare or health care facility was examined, and mental health problems unrelated to substance use as well as gambling problems were surveyed. Next, the questionnaire contained some questions directed only at either outpatient care clients (questions 15-21) or inpatient care clients (questions 22-23). The questions aimed at outpatient care clients focused on, for example, whether they had made an appointment beforehand, what services were provided to them (e.g. advice, clinical procedure, therapeutic discussion) and the time used on the services. The questions aimed at inpatient care (overnight care) clients examined the length of the client's continuous treatment at the time of data collection (e.g. 1-3 days, over a month, 6-12 months) and the reason why the services required by the client were not provided as outpatient care (e.g. seriousness of injury, mental illness, preventing domestic violence).
Background variables included the region where the social welfare or health care facility was located (NUTS3) and type of the facility as well as the client's gender, region of residence (NUTS3), marital status, age group, economic activity and occupational status, socio-economic status and housing tenure.

An address database of Finnish social welfare and health care facilities was created for the study. The main component of the address database consisted of information from the facility register (Toimipaikkarekisteri, TOPI) maintained by STAKES. Additionally, address information was collected from, among others, A-Clinic Foundation, day centres for the elderly, National Church Council, City of Helsinki and family counselling centres.
It is hard to estimate how comprehensive the address database based on the collected information is, because up-to-date and reliable information on all health and social services providers was not available. The quality of the data collected on the specified day has been appraised by comparing it with data from the Care Registers for Social Welfare and Health Care (HILMO), which consists of care notifications collected from social welfare and health care facilities. The comparison found that the total number of substance use related cases recorded in hospital wards and detoxification and rehabilitation centres on the specified day was somewhat higher according to the data collected for this study than the data recorded in HILMO (1,833 to 1,334 persons in hospital wards and 974 to 807 persons in detoxification and rehabilitation centres). The data contain response options added by the researcher that were not included in the questionnaire.
To prevent identification of individuals, the following information has been removed from the data: municipality code, number of inhabitants in client's municipality of residence, ID number of social or health service facility, name and numerical code of the municipality where the facility was located, name and numerical code of the client's municipality of residence, client's year of birth, and open-ended responses to response option "Other, please specify" denoting the type of the social welfare or health care facility. Additionally, variable [ika] denoting the age group of the client was classified into five-year groups at FSD. Responses indicating the municipality where the social welfare or health care facility was located and the client's municipality of residence were classified at FSD, resulting in variables [tmaakunt], [amaakunt] and [akunta10] denoting the NUTS3 regions of the facility's location and client's residence as well as the client's residence in the 10 largest municipalities in Finland.
